On Friday, February 12, from 14:00 to 15:00 the Independent Defence Anti-Corruption Committee (NAKO) will publicly announce the results of the global “Defence Companies Index” (DCI) by Transparency International Defense and Security program. The event will take place in the Ukrainian news agency “Ukrinform” located in B. Khmelnitskoho st. 8/16, Kyiv.
In 2019, global military expenditures totaled over $1,9 billion. The defence industry is the key target for corruption due to the huge amount of money involved, close links between defense contracts and high politics, and excessive secrecy which accompanies the sector. The Defence Companies Index (DCI) developed by the global anti-corruption program Transparency International Defence and Security (TI-DS) measures transparency and quality of ethics and anti-corruption programs in 134 world’s largest defence companies. Also, it assesses the level of public commitment to anti-corruption and transparency in the corporate policies and procedures of these companies.
State defence conglomerate Ukroboronprom is the only Ukrainian defence company measured by the Index. At the press conference, the policymakers and independent experts will summarize and speak about DCI results. We will discuss if Ukroboronprom has managed to become more transparent over the recent years and what to do next to minimize corruption risks in the state defence conglomerate.
The following speakers will partake in the discussion on transparency and accountability in Ukraine’s defence industry: Dmytro Natalukha, Head of the Parliamentary Committee on Economic Development; Svitlana Panaiotidi, Deputy Minister of Economic Development, Trade and Agriculture of Ukraine; Roman Bondar, First Deputy General Director of state defence conglomerate Ukroboronprom; Natalie Hogg, Director of Transparency International Defence and Security; Oleksandr Kalitenko, Legal Adviser at Transparency International of Ukraine; Olena Tregub, Executive Director of the Independent Defence Anti-Corruption Committee (NAKO). The discussion will be moderated by Sevgil Musaeva, Editor-in-Chief of Ukrainska Pravda. Representatives of the Cabinet of Ministers of Ukraine and independent experts are also invited to participate in the discussion.
