Recognizing the human and material costs associated with corruption within Ukraine’s Defence and Security Sector; Appreciating Ukraine’s democratic, and constitutionalised, Euro-Atlantic track; Understanding the pivotal role of Parliamentarians and Civil society as it pertains to democratic oversight and control over institutions and the formation of security and defence sector policies as is codified by Ukraine’s National Security Law 2018; I as a future Member of Ukrainian Parliament promise to:
- Carry out my constitutional duty of providing oversight over the defence and security sector for the benefit of the Ukrainian citizens. I will ensure that I will pursue clarity and transparency with respect to defence budgets; advance democratic civil governance of the defence sector, and; appropriate treatment of service personnel. I will insist on the advancement of these objectives with the executive.
- Should I become a member of a parliamentary committee with the power to oversee matters pertaining to the defence and security sector, I will ensure that I and my staff will have the requisite expertise needed to provide meaningful oversight over the defence sector.
- I will be outspoken and assertive in my support of other defence and security oversight bodies, both governmental, such as audit offices, and non-governmental, such as civil society organizations, in obtaining access to relevant information. I will consider their recommendations and take them on board as appropriate.
